Organized as a federation of cooperating layers, Deltaworks aims to make coherence a structural property, not a cultural aspiration. Each layer, eight in total, has its own mandate, tempo, and risk profile — all subject to a single governance rule; No layer may speak outside its mandate. No layer may override another.

Nothing skips a layer. Nothing is justified retroactively. If a decision cannot be defended at a lower layer, it does not survive to the next.
